Establishes a national framework for industry to report greenhouse gas emissions, abatement actions and energy consumption and production by: mandatory registration; record and report requirements; security and disclosure of information; compliance and enforcement arrangements; administration arrangements (including establishing the position of Greenhouse and Energy Data Officer); and compliance monitoring arrangements.
